Chinese political, intelligence, and security circles followed the outcomes of the decisions and principles issued by the Israeli Security Cabinet to end the war in Gaza. These included disarming Hamas, returning all hostages, whether alive or dead, demilitarizing the Gaza Strip, maintaining full Israeli security control over the Strip, and calling for the establishment of a civilian government in Gaza, independent of Hamas or the Palestinian Authority. The Chinese side was greatly shocked by the overwhelming majority of the Israeli Security Cabinet’s vote in favor of this alternative plan, which they believed fully achieved the Israeli goals of the war, ensuring the elimination of Hamas and the return of the hostages. The Israeli government approved this proposal and the alternative plan after more than 10 hours of discussion regarding Netanyahu’s plan to authorize the occupation of Gaza. This was a clear Israeli challenge to the position of the Israeli Chief of Staff, who had warned of the serious security and humanitarian consequences of such a move.



  To this end, Beijing criticized the US position based on double standards and political hypocrisy towards the Palestinians after the Trump administration approved the Israeli plan to forcibly annex and occupy the entire Gaza Strip. Therefore, on Friday, August 8, 2025, the Chinese Foreign Ministry called on the Israeli side to immediately cease its dangerous actions inside the Gaza Strip, following the Israeli government’s approval of Israeli Prime Minister Benjamin Netanyahu’s plan to occupy the entire Strip. The Chinese government considered the permanent forced displacement of Palestinians a flagrant violation of international law while reiterating China’s calls for a ceasefire in the Gaza Strip, the unimpeded flow of humanitarian aid to the Strip, and for the armed Hamas movement to return the hostages. The Chinese government called for a two-state solution as the only way to ensure a lasting, comprehensive, and sustainable peace, whereby the Palestinian and Israeli states coexist side by side in peace and security within internationally recognized borders. With China’s official emphasis on the principle of “Palestinian rule,” which calls for the formation of “an interim national consensus government that will exercise effective administration in the Gaza Strip and the West Bank,” China also, more importantly, is pushing for Palestine to gain full membership in the United Nations and begin implementing the two-state solution. 


  Chinese Foreign Minister “Wang Yi” considered the formation of an interim Palestinian national unity government to be one of the most important points that must be agreed upon between Palestine and Israel. He also called on Beijing to implement the most important points agreed upon by all fourteen Palestinian factions that met in Beijing and to work together to achieve a comprehensive reconciliation and unity plan among the fourteen Palestinian factions. He emphasized that: “with China’s affirming that the Palestine Liberation Organization is the sole legitimate representative of the Palestinian people is one of the most fundamental outcomes for the Chinese”, and that the establishment of an independent Palestinian state in accordance with international resolutions is the strongest call in the Palestinian reconciliation agreement sponsored by China. It should be noted that this Chinese emphasis on completing the Palestinian reconciliation process completely contradicts the Israeli proposal and is not supported by some international powers that support and defend Israel, most notably the United States.


  The Chinese Foreign Ministry statement stated that: “the Israeli government’s plan to take complete military control of the occupied Gaza Strip must be halted immediately,” with the affirmation of all Chinese think tanks concerned with the Middle East. The Middle East, as well as all official Chinese media outlets and political, intelligence, security, and military circles, stated that “the Israeli Security Council’s approval of the plan to occupy all of Gaza contradicts the International Court of Justice’s ruling that Israel must end its occupation as soon as possible, implement the agreed-upon two-state solution, and uphold the Palestinians’ right to self-determination.”


  China emphasized that “any further escalation of the conflict, which has devastated Gaza and claimed the lives of tens of thousands, will lead to further forced displacement of the Gaza population, more killing, unbearable suffering, senseless destruction, and brutal crimes.” China insisted that “instead of escalating the conflict, the Israeli government should make every effort to save the lives of civilians in Gaza by allowing the full and unrestricted flow of humanitarian aid and by immediately releasing all hostages. Palestinians arbitrarily detained by Israel must also be released.”


 Here, China’s Deputy Permanent Representative to the United Nations, Geng Shuang, warned of the repercussions of a potential Israeli occupation of the entire Gaza Strip. The Chinese representative to the United Nations insisted that “this war in Gaza must end now, and everyone must be allowed to live side by side in peace.” Addressing the Security Council on Tuesday, August 5, 2025, Chinese representative to the UN “Geng Shuang” said, “We urge Israel to immediately cease these dangerous actions, and we demand that all parties immediately reach a binding and sustainable ceasefire agreement. We also urge countries with significant influence over the parties concerned to act in a fair and responsible manner and take concrete steps to help achieve a ceasefire in the stricken Gaza Strip.”


  All military, security, intelligence, and political circles in Beijing, as well as reports from Chinese think tanks concerned with the Middle East and their regular analytical reports that reach Chinese decision-makers, have also declared that China is fully convinced that the tensions in the Middle East are due to what is happening in Gaza. Accordingly, Israel’s resumption of military operations is completely unacceptable to China. Beijing was clear after Israel resumed its attacks on Gaza in emphasizing the need for Israeli actions in the West Bank to cease, including military operations that have displaced thousands of camp residents from their homes, especially in light of the deliberate Israeli demolitions of Palestinian homes. Beijing emphasized the need for a complete halt to Israeli settlement activity on Palestinian land, as well as to Jewish settler violence against Palestinians in the West Bank. In light of the possibility of Israel annexing the West Bank, Beijing reiterated its opposition to any annexation, whether it involves the West Bank or the Gaza Strip.


 It should be noted that China is doing everything it can to support Palestinian rights in the face of Israeli plans to forcibly displace the population of the Gaza Strip, reoccupy Gaza completely, or consider annexing the West Bank to Israel. This is done through China’s mechanism for confronting all Israeli plans within international organizations to attempt to suppress these rights. At the same time, China is working hard to foster Palestinian unity. Beijing sponsored the reconciliation agreement between fourteen Palestinian factions on July 22, 2024, in the Chinese capital, Beijing, while the war in Gaza was at its peak. The Chinese government invited the Palestinian Islamic Jihad movement, which the United States itself classifies as a terrorist group. However, Beijing challenged these American and Israeli decisions and policies and called on all the warring Palestinian factions to unite their ranks in the Chinese capital, Beijing, to abandon all their differences and unify the Palestinian ranks in the face of these Israeli attempts and plans aimed at eliminating the axis of Palestinian resistance and forcibly displacing the residents of the Gaza Strip or completely reoccupying Gaza, as is currently being done by the Israeli government led by Netanyahu. From this perspective, China believes that “internal Palestinian reconciliation is of paramount importance to the establishment of an independent Palestinian state.” This was emphasized by China’s Deputy Permanent Representative to the United Nations in October 2022, the month in which Palestinian factions reached an agreement in Algeria. China welcomed this agreement, believing it to be conducive to strengthening internal Palestinian unity and advancing peace talks between the Palestinians and the Israelis.


  Perhaps the most notable analytical consideration is that China’s sponsorship of the reconciliation agreement between all fourteen Palestinian factions in Beijing came just five days after the Israeli Knesset passed a resolution prohibiting the establishment of a Palestinian state and one day before Israeli Prime Minister Benjamin Netanyahu delivered his speech to the US Congress, which did not mention the peace process. Perhaps the headline in which the American newspaper “Washington Post” addressed the issue of Palestinian reconciliation in Beijing was not without significant political significance in this regard, when the American newspaper described the matter as a clear attempt by China to assume the role of global mediator in confrontation with Washington. This is completely unacceptable from the American perspective, and this is completely understandable.


  Based on the previous analysis, we understand the Chinese position, which rejects changing the situation in the Gaza Strip by force, and that this will not lead to peace, but rather to further chaos. China insists on a comprehensive ceasefire and respect for the principle that the Palestinians govern Palestine within the framework of the two-state solution.
